In view of Secretary of State's announcement

on February 20th concerning Government intention regarding

great extension of Colonial development fund

including Education aims. Suggest you interview Colonial

Office authorities with view to ascertaining likelihood

of obtaining araual grant for period of year in order to

enable Hong Kong University to carry on with reasonable

efficiency.

100,000 dollars and even so as you know that University's

activities have to be kept below the minimum standard

proper to British University. Value of the University to

British Imperial interests in China is well known to you.

If Funds Committee would give £10,000 or at least £5,000

for say 5 years I would urge Legislative Council to make

considerable increase in present subvention for the same
